stiff steering issue 850 1997

My steering all of a sudden became stiff. one day it was fine, the next stiff. It is normal for about 10 degrees when driving straight, but as soon as I go into a turn, right or left, it becomes harder to turn the wheel. It also doesn't return to center as easily. The right turn is stiff all the way through, the left has flat spots. I checked the PS fluid, and it is fine. The weird thing is when it rains, the steering is fine. Could it be the steering column? I had my left ball joint replaced, could something have happend then? could it be the s belt?
