heater blower motor is working very weird 850

my heater blower motor had stopped working so I removed it and tested it by connecting it to a 12 volt source. It worked then when I put it back in the car and plugged it in in it was blowing on high without the key in the ignition. the I unplugged all the connections on the heat/AC pannel. It still blows on high without the key in the ignition and the heat/AC panel unplugged. I have no clue what could be causing this I anyone has any suggestions they would be greatly appriciated. Thank you!
