emergency brake shoes rubbing the rotors 850

I'm having a problem with the e-brake rubbing against the rotors and have tried to replace the shoes and springs and still having the same issues after replacement of the new shoes and springs.
Could this be an alignment issue or cable seizure problem? If this is an alignment issue, how to install the correct position for the shoes and are there any links that shows(pictures) the proper installation/allignment of the shoes? if cable seizure issue, can this be done by diy? thanks for your help.
