where to purchase R134 refrigerant (Maine/ New Hampshire)? 850 1995

I'll be passing through New Hampshire and Maine on a recent trip. I know that the State of New York permits Walmart to sell those small cans of R134 refrigerant that one can fill oneself. Does Maine and New Hampshire permit the same. Canada doesn't allow service stations or stores like Walmart to sell R134 refrigerant.
