I replaced my temporary spare with a new wheel from Discount and I ordered a new tire with the wheel - the least expensive tire they had in that size. They shipped the tire and wheel to me mounted and balanced all for less then $100.

Here is what they show on at Discount Tire's website for a new steel wheel. It looks like they have temporary free shipping offer. You will pay $55 plus tax with free shipping for a new steel wheel. You would pay almost that amount at a salvage yard, if you could find one. If you already have your tire you only need to get it mounted and balanced.
