ABS and Traction control light on after state inspection 850 1993

I noticed the ABS and Traction control lights on as I was driving away from the anual state vehicle inspection. The inspection involved the removal of each tire (wheel) to check the brakes. The only matainance performed was a welding (wire feed) repair to the tail pipe.

When the car is started the ABS and TC lights come on for a few seconds and then go out ---- normal. As the car reaches aprox. 15 mph the ABS and TC lights come back on and stay on.

I remeoved the negative lead to the battery hoping to reset the system. No luck.

Any ideas short of a trip to the Volvo dealer?
