A/C acting strange 850

Hi everybody,
I had my a/c charged last year and it worked okay. This year i have not had it charged and it works great sometimes and not at others. when I drive without stoping it usually works without trouble, but ocassionally it starts pumping out warm air. When I'm sitting at a stop light it starts pumping out warm air within 30 to 60 seconds of stopping. Any ideas of what might be wrong?

Sometimes the switches on the dash don't work. Particularly the vent direction selector,the fan switch, and the A/C on off switch.
