Front Brake Lockup 850 1993

My 93 850 with 190K miles on it recently experienced a strange rumble coming from what I think is the front end during stops from high speeds. The other day I stepped on the brakes as I was moving 5 mph and they pulsated and locked up as if the ABS kicked in. A sound proceeded from the front brakes which was similar to a stuck pump and the ABS light came on in the dash. The brakes work just fine after that. This happens now everytime I shut down the engine and start moving again. Is it the ABS sensor or control module?
