Strut mounts? S80

The bolt at the top of one front strut mount (back of the engine bay) turns 360 degrees with only light resistance, and moves around when the car is "bounced"... Whereas the other one stays still and only has a little bit of free play when turned with a spanner.

A few questions....
First, I'm guessing that they should both have no free play at all... right?

Is this a sign that I need new strut mount bushes? Or are there other components of the mounts that are more likely to be broken?

I'm getting all of the following: Clunks from front wheels... Unevenly worn tyres... And the steering pulls when I go over rough surfaces (like severe tramlining)... Which of those are likely to be fixed if I fix the strut mounts?
