Fuel Pump or FPR? 850

I finally overcame my cheapness and went out and bought a fuel pressure gauge to diagnose the poor running condition of my wife's '94 850. As it turns out 850s don't like running on 26psi of fuel. Go figure. Pressure reads the same at the fuel rail as at the pump.

Now the question is whether the fuel pump is crapping out or is the FPR letting too much by? As mentioned earlier, the relay has already been switched. I did try revving the engine to see if the vacuum at the FPR would raise the pressure, but saw no difference. Could be I didn't rev it high enough or long enough.
