Perplexing fender replacement issue

Hi MadeInJapan. Thanks a lot for this thorough response.

First off, I am going to shelve your advice about the bumper cover until I figure out the fender. I do have a half dollar sized hole to patch in that and I may well go ahead with your procedure. I located an adhesive ($26 or so!) product, I think 3M, that can be used on flexible bumper covers. I don't have the name handy. Best time to do this will be just before fender is replaced.

So, the FENDER. The current one is shot - some deep creases and several dings where I hammered in anticipation of total replacement.

I'll try to find one of these places and inquire about painting a used fender. This will help decide between getting a used one or buying a new OEM one. The AFTMKT is always there if I get desperate. Thanks again. Don
