headlight wipers S70

If you can move it by hand, take the plastic cap off and tighten up the holding nut.
If it just won't move, try spraying the shaft with a penetrating oil or WD40. It would help to have a person in the car try washing the windshield with the lights on and you out front getting wet trying to help free the wiper.
Dealers will replace the whole works for a large fee :)
