A 2000 model definitely uses a mechanical tensioner (mid 1998 was the split). Both can be a DIY job with the proper know-how. The only confusing thing with the mechanical tensioner is the engine temp when it is adjusted. I try to start with a stone cold engine and adjust the tension for that temp (the specification is different depending on temperature). The one thing I would recommend is this: when turning the engine through to line up your marks (before removal of the old belt) turn it 1/4 to 1/2 crankshaft revolution past the marks. Then, turn it counter-clockwise to line it up again. This relieves the variable valve timing sprocket (intake sprocket on a non-turbo) of any load and ensures proper adjustment. Other than that, it is actually quicker to do than the models with the hydraulic tensioner (it is, however, a lot trickier than the 240 timing belt).
