Check Engine Light NEVER flashes when turning on the car 850 1995

My Check Engine Light never flashes on at all, yet the service light stays on all the time, and I just had my O2 sensor in the front replaced because I was informed twice that it was no longer working. In terms of the Check Engine Light, might it be a bulb that needs to be replaced? If so, how do I get to it?
