I have a 1994 and 1995 if they are the same there are three hangers two at the muffler and one at the tail pipe. my tail pipe hanger rusted from the pipe to the hanger and I used a piece of wire to secure it. welding it would have been better but I didn't feel like takeing out my welder and protecting the gas tank fromm sparkes and diconecting the battery to protect the electronics. the short story see if you can tie it up with something. the mechanic is half right stuff was designed to be supported so support it. Trust me volvo doesn't put extra stuff on your car because it looks good. It does something.
