You've got 12V (or rather 13.5V), but do you have 0V? Measure the resistance between the 0V wire and the chassis, it should be less than 1 Ohm (including the accuracy of your meter). Also, measure the 12V on the connector while drawing current with a light bulb instead of open circuit. A significant drop in voltage will indicate a bad (resistive) connection. With no current flowing, you get no voltage drop across a resistor. The more current you draw, the more drop across a resistor. And those items you are having trouble with can draw a lot of current!
