Does the windshield washer tank level sensor go bad?

Thanks.

I tried cleaning it with alcohol but it still didn't help. How does the sensor work?

I opened the sheath and found the + and - leads secured by a glass insulator. The sheath seemed to be sealed with silicone where the wires enter, although the seal appeared to be broken.

Is the plastic sheath conductive?
