ETM Repairs 2001

I have a question about my S80- 2001 non-turbo. I have an extended Volvo warranty and my car is surging at idle (54,000 miles). This is an ETM issue. Should I go to the dealer to have them replace it under the extended warranty? Or will they say that I need to pay them $400 to clean the ETM as a required maintainence issue. Any advice on how to handle the dealer?
