You might want to try and pull it off and then slam it back in? One of the push pins in the seat back may have been pushed and is no longer holding one of the shafts.
I wouldn't reccomend wraping the tubes with a thin layer of electric tape and putting the headrest back on. You may never get it iff again.

Just tell the state that the roads are too rough!
