rough idle 850 1996

sometimes when a come to a compelat stop i can feel and heat the car idling ruff i see the RPM gage dip below 1000. it happened today and it got really bad. the RPMs were down to about 600. once in a while when i will start it up the RPMs will fall to about a 1000 like normal then the will go back up to about 1500 and drop back down. it seems to me like the problem is mostly cuased by braking. the starting problem has only happend twice.
