I don't know about the XC90, should be in your manual somewhere.

However, the requirement for brakes is by law not vehicle. In NYS trailer brakes are required if trailer is over 3000lbs see this website for your state: http://www.roadmasterinc.com/laws.htm.

My 850 wagon is rated for 3500lb and handled our probably close to that loaded camper that quite nicely.

And remember that trailer and tower vehicle shoul sit close to level to be safe! To much wieght in rear reduces front wheel traction and increase chances of losing control.
