If you've cleaned it then it could be bad, but if I were you I'd check for small vacuum hose leaks...especially the elbows. With engine idling, spray some carb cleaner on the elbows and suspect areas. If it's a leak, the engine will surge a bit. Trick my indy mechanic taught me!
