I, too, had this issue with an inspection station (a gas station) last year. I failed emissions test because OBD was not ready. The guy told me that a technician could have reset the system within the week or so. I told him that the car hasn't been to a shop nor has it been touched by a mechanic for almost two months. He suggested that I drive the car for about a week and have it inspected again. The other thing the inspection guy said was that it would be better to have the problem resolved by one of their guys (at the gas station) because a different tech might say that everything is fine. Hmm.
I went to a Volvo tech and explained exactly what the inspection station said and the tech just said to drive the car for at least half an hour and then have the car inspected. Well I decided to do that after a couple of days and brought the car back to the inspection station. Still the readout was 'OBD not ready'. The inspector said I should really come back in a week. I came back in a week and the inspection station finally gave me a passed sticker.
I haven't seen a post about this on the Brickboard (until now) nor heard about it from other Volvo owners. That was the last time I went back to this station.
