If you get your CEL turned off with an OBDII scanner, that will work until the next time you restart the car. There is no good way to fool the car's computer.
You could pull the instrument cluster and pull out the CEL and service bulbs, but if the test station checks you computer, they will find the codes outstanding. Ask for a hardship extension for 6 months.
