Compressor turning off and on every 2-3 seconds at 45 and 25 psi.

Thank you for your help. I bought air–condition kit . It looks like I had the right pressure ( 45 psi) , but I was trying to re-charge anyway. No change. Air condition still blows warm and compressor ( at least it looks like compressor ) turns on and off ever 2-3 seconds at 45 and 25 psi. Any suggestions what might be wrong. Thank you!
