Yes I have the retrofit cabin filter installed and yes the evaporator has been replaced (3 times actually). I replaced it on the last go around with an aftermarket one, (that was a PITA job!) hoping it would be better. I did this about three years ago, along with the compressor and the receiver/dryer. This is the first year it seems to be acting up some much. The airflow is strong from all vents in correspondence to the fan speed. I am getting ~35 psi with the compressor running and the car running at normal idle (less then 1000 rpm).
I know it will probably be that I need a little more 134 but I’m hesitant to just add more without confirming first because I’m pretty sure that’s how I killed my last compressor. The seals went bad pretty soon after I carelessly added Freon to the system.
