Engine Hesitation 850 1996

So many possibilities for a single problem. Most of the replaceable items you mentioned would contribute to the hesitation problem, but they would also trip a code. If the plug wires were bad, my first inclination, that would cause a mis-fire code to be stored and the CEL would come on.
There could be a vacuum leak especially the elbow by the altenator. A bad fuel pressure regulator would cause excessive cranking followed by a puff of black smoke on startup, but not hesitation. If the MAF is bad, then it would be bad all of the time.
If your splash pan is missing, get a new one. Any water will hit the serp belt and cause it to slip.
