There are two screws on the backside of the steering wheel that hold the bag on. You might have to take the bag off to find out why it is loose.
If you take it off, make sure the key is in your pocket and do not turn on the ignition until everything is back together. That would also be a good time to replace the horn ring, which tends to wear out.
