Cold Whinning Noise Cold Start

Hi thanks for all the infornation in the past. I have narrowed the noise down to the air pump. Will drilling the 2 small holes in the bottom eliminlate the noise or will I need to replace the complete unit valve included. Will harm be done by removing power to it and driving w/o the pump functioning. Thanks
