Do not put an injector in water. It will rust closed and never work again.
Do not connect an injector directly to 12 volts. In the car it works through a current limiting circuit and/or pass transistor. The injectors are actuated transiently with a specific voltage waveform which compensates for their inductive reluctance. The time-averaged voltage on the injector is only a few volts or even less during most driving cycles under proper operation.
To check for leaking injectors, leaking fuel lines, or bad fuel pump, measure the fuel pressure after the car has been run. It should hold for many minutes.
