Tailgate won't latch V70-XC70 1998

First, open the hatch, and with a screw driver, force the latch to engage or click. That makes sure the latch portion still works.
Then, inspect the part on the bumper. Look carefully at the metal bracket to make sure it did not move forward, like a clean area. If it moved forward, you can adjust the position by fliping up the cover closest to the rear bumper and loosening/tightening the 2 T40 screws.
