Usually, dirt and water get into the switches. Some people get lucky when they just wiggle the switch up and down about 100 times. The entire unit lifts straight up and can be unplugged. They changed suppliers since 1998, and your unit may not come apart for needed cleaning. You could try tapping the bottom with a screwdriver handle in case there is something lodged in the switch.
