On the '01 and newer V70's it's a dealer software download, but it can be done...tell them you want the DRL's (daytime running lights) turned off. If you're in Canada, it's the law to have them, so check in your area for what you can and can't do. Also, since you're going to the dealer, be prepared to pay.
