IPD sells a kit to address this problem. It costs $22 and I just repaired my tailgate over the weekend. Be aware that the clips on the bottom of the tailgate tend to break when removing the cover. The kit I described has replacement clips included, but use caution when securing the cover back in place, as the clips are not strong.
