Dashboard lights S40-V40 2004

Hi
I have a 2004 S40. There are 4 switches to the left of the steering wheel, they are lights, dash dimmer, and front and rear fog lights. Only the headlight switch is illuminated. The dealer tells me all the lights are functioning. As all other switches on the dash are illuminated this makes no sense.
Can anyone with a 2004 S40 verify the lights
