unique fastener 850

This fastener does not have a center post. The bolt has a hole in the center & outside the hole is a "swirl" pattern covering the head. I borrowed a crafstman #947486 screwdriver set with tamper proof/security bits; torx, fraction hex, metric hex, spanner bits, triwing, torqset, and no luck. Thanks for any info.
