Need help diagnosing a problem V70-XC70 1998

No, it sounds more like a torque converter lockup problem. If you shift to N before stopping and the engine rpm stays at normal, that is what the problem is. Newer models, 99->, can be reprogrammed at the dealer. The 1998 is usually related to dirt in the throttle position sensor or the PNP switch.
