Ideas to fix 850 remote: both buttons 'lock' the doors?

I have a '97 850 which I got 2 remotes for, both used.

seller said both worked; i have no reason to doubt him

Did the standard 5 time ignition switch programming, both remotes are recognised by the system.

first one will blink hazard lights once when programming, and works fine.

the next one gets the solid led on the dash, but then both the lock and unlock buttons "lock" the doors. I tried new batteries, but got the same thing.

Any ideas?
