ABS & Trac Dash lights are on all the time now. 850 1995

1993-1995 ABS control modules seldom fail.
The issue you have may be from the sensor area. Assuming the wiring is OK and the sensors are reasonably clean, the axle has a tendancy to get a little rusty and the sensors can no longer differentiate between the high and low areas.
I haven't had the need to inspect my car yet, but I think there may be a write up on Volvospeed, not BAY13, on how to remove the rust and clean things up.
