Brake Rotor, can I repace one?

You can, but I am not sure how many people would recommend it. How many miles are on your current rotors? I assume "not many" would be the main reason to economize. If you are say, halfway through their life, I would just do both.

Brake hardware is usually replaced in pairs so as to keep the braking forces similar from side to side, I believe.
