On the '96 and later cars the ABS module will fail on every single one of them. If you are handy and you can solder you can fix it yourself. I did a writeup here:

If you are not comfortable with that Victor Rocha and Module Master will rebuild them for you I think for around $150.00. Google Volvo ABS module repair and they will come up.
