First some cautions:
1. If you remove the lens DO NOT TOUCH the chromed reflectors. They are coated by the vapor deposit process and the finish will wipe away with terrifying ease.
2. The lens is glass and easy to break, so work on a table over a soft cloth.
There is a section of rubber hose connected to the casing that the reflector is pushed into to stabilize it. This may be missing, loose or damaged.
Also, the adjustment screw may be off.
So, set the screw to center, attach the hose to the reflector and casing WHILE WEARING GLOVES and see if you aren't then able to adjust the vertical beam after reinstalling the assembly on the car.
