People behind you may think you are burning pure sulphur :) No, not harmful yet, but it could lead to an over rich condition and you mpg will suffer. If you live in an E testing state, you will fail the test.

There are 2 O2 sensors, one before the car and one after. The system compares what goes into the cat with what comes out, it should be cleaner on the way out.
