Driver's Rear Wheel Frozen, Stuck C70 1998

Your garage floor is too slippery!! If it is like mine, painted, put the car in neutral with a 2X4 block of wood about 1 inch infront of the front wheel and another about 1 inch behind the front wheel.
Then "rock" the car back and forth by pushing on the front or rear bumper. You could "rock" the car using the engine and tranny, but that is particularly hard on the tranny, unless you have a manual.
Usually, going in reverse is harder to unlock the wheel than going forward, but you need to try both.

After the wheel is unlocked, take the car up to about 20mph and gently, but with a little force, pull up on the ebrake handle and let the brake shoes clean off the brake drum. This may take several hundred feet, but will clean off any rust.
