1998 was the last year for throttle by cable and a single coil for the spark. Buying replacement coils is not very expensive, but the ETM is and is only warranted until 2010 for your year.
It all depends on the seller. Are there service records?

I just bought someone a 1996 855 NA. Lots of miles, dealer serviced, it needs an O2 sensor cleaned or replaced and needed new front tires. Seller was honest but knew nothing about Volvos. Our gain. The new owner came from a 744 and is in LOVE with the 855!!
