Generally you can hear the pump prime when the key is 1st moved to ignition but not started. Listen for it, as I can, and I'm half deaf thanks to my military service. If there is no short run (few seconds), then suspect the fuel pump relay (FPR). Do a search on this and you'll find its location etc.
