The ECU moniters the engine coolant temp sensor, if cold enough at start up the ECU signals the pump to turn on via a relay on top of the radiator housing.

The pump should not run when the engine is warmed up or at shut down. Verify that the temp indicator in the instrument panel is above cold before finding faults in the system. It could be that the ECT sensor is at fault.
