gauges problem 850 1993

my 93 volvo 850 haves a problem with the gauges,seems they only work when the car is moving and when i come to a complete stop they stop. also notice wheels have to be turning not just engine idle or reved up. can anyone tell me what causes this problem and or how to fix it.
p.s. they work perfect when car is in motion.
