Turbo models do not have a PCV valve (a "flame trap" in Volvo
nomenclature). Not sure what they are servicing there.
(Unless 94s are different.)
There is a common problem with a leaking vacuum line that is
difficult to get at and I recall the problem is under the manifold.
I wonder if they found this and they take off the manifold
to service it? Perhaps this is what they are calling a PVC service
(or repair)? I know others have fixed this common problem
themselves, hopefully someone can post details. You could also
search the archives for vacuum line problems. Still, I would
double-check why they are doing this.
