This problem with a Volvo was mentioned on Car Talk a few weeks ago. Click and Clack, the Tappet Bros., said to forcefully (I believe they said "violently") jerk the wheel all the way to one side then try to remove the key; said you shouldn't be able to break anything. Wonder if the segment is on the Car Talk website (at cars.com)?
